Why is societal regulation of sexual activity necessary?

My own take is that societal regulation of human sexual activity has become necessary because the sexual urge in human beings is not the same as what is in the animals i.e. instinctive and reproduction-oriented. In human beings sex has transcended the reproduction motive ,encompassing additional motives of entertainment and recreation ,in turn ,raising the possibility of commodification of sex which is counter-productive in a civilized society. Unregulated sex in a human society leads to the possibility of the future progeny becoming orphans in the absence of parental commitment and destroys the basic fabric of the society .Perpetuation of the human species is one of the leading motivators behind human actions especially in traditional societies where childlessness is looked upon with disfavor.
