Dolphins are not really all that intelligent

According to a South African researcher dolphins may have big brains but they do not necessarily mean intelligent brains.Their brains have more glia and relatively fewer neurons which are necessary for information processing. Their brains are built to counter the thermal effects of being a water mammal.
In the case of tuna fishing a lot of effort goes into avoiding unwitting hurt to dolphins.The question that arises is if the dolphins are intelligent why dont they jump over the net?
